Donald E. Carter is an author, publisher, educator, technologist, and U.S. Navy veteran whose career has crossed engineering, business, education, and the outdoors. His professional work included helping advance computer-aided testing and design, developing and teaching Concurrent Engineering concepts internationally, and co-authoring Concurrent Engineering: The Product Development Environment for the 90’s. In recognition of his work in the field, he was awarded a Doctor of Science degree by Nottingham Trent University in 1994.

Today, Carter brings that same practical, systems-oriented approach to his writing and publishing. Through Walker Carter Publishing, LLC, he has written fiction, business works, autobiographical material, and the Riverbound Waters™ series—an educational fly-fishing collection designed to help anglers understand the water, the hatch, the fly, and the decisions that connect them.

A lifelong outdoorsman, Carter’s interests have included fly fishing, fly tying, rowing, boating, winemaking, automobiles, and hands-on education. His Riverbound Waters™ work reflects a simple philosophy that runs throughout much of his career: complex subjects become useful when they are organized, explained clearly, and placed within reach of the person trying to learn them.
